US States’ Small Business Support Amid the Coronavirus Pandemic

We analyzed and ranked the level of support states offer small businesses. How likely your business is to survive the pandemic can be heavily influenced by where it is located.

US States’ Small Business Support Amid the Coronavirus Pandemic

The US has over 30 million small businesses that employ almost 60 million people. But during the global coronavirus pandemic, many either had to shut down or operate at minimum capacity.

Now, as many states begin to reopen, these businesses are trying to get back to some kind of “normal.” Yet, with consumer spending at a 10-year low, a vast number of these businesses are still struggling to make ends meet.

Over the past few months, some have found help in the form of grants, loans, tax deferrals, and eviction and foreclosure moratoriums.

But which states and local fundraisers have and continue to offer the most assistance, and which are leaving small businesses to fend for themselves?

We’ve ranked each state based on the help they’ve given and are continuing to give to small businesses during the pandemic. Scores depend on the number of loans that have been or are still available, the allocation of federal funding, and their regulations (e.g. extending businesses tax deadlines).

What did we find?

  • Idaho, Nevada, West Virginia, and Wyoming have no known loans or grants available for small businesses
  • Only 26 states have (or have had) a statewide loan available for small businesses, with just 17 introducing grant-based schemes
  • While all states have received some federal funding in the form of PPP and EIDL loans, some received far more support than others. For example, 25.71 percent of small businesses received a PPP loan in North Dakota, while just 12.19 percent received the same in Maryland
  • The highest percentage of small businesses to have received an EIDL loan advance within one state was 1.18 percent in Hawaii. The lowest was 0.56 percent in West Virginia

Top 5 states for small business support

  1. California – Two state loans are offered to small businesses in California. The California Disaster Relief Loan Guarantee Program has been allocated $50 million and guarantees up to 95% of the loan for up to 7 years. The California Capital Access Program (CalCAP) is run by the California Pollution Control Financing Authority and is targeted at small businesses that struggle to obtain financing. There are also 30 other loans available throughout cities and counties in California. Businesses were also given an extension for filing their first-quarter returns (extended to July 31, 2020) and have been given access to the Small Business Relief Payment Plans for Sales and Use Tax. From April 2, 2020, small business taxpayers—those with less than $5 million in taxable annual sales—could take advantage of a 12-month, interest-free, payment plan for up to $50,000 of sales and use tax liability only. Local governments have also been given the go-ahead to ban commercial evictions.
  2. Wisconsin – There are 13 local loans and grants available throughout Wisconsin, but it’s the state government’s offerings that really boost its score. An initial $5 million Small Business 20/20 Grant was launched during the early stages of the pandemic, followed by a more recent $75 million investment in the “We’re All In” schemes which are opening as we write. This includes $2,500 grants for businesses and $3,000 rental assistance grants. State legislation also prevented commercial evictions and foreclosures during the state of emergency.
  3. Virginia – Even though Virginia’s government hasn’t offered a statewide loan or grant for small businesses, there are 33 separate loans and grants available in the state. The most notable of these is the VA 30-Day Fund. This grant-based scheme offers up to $3,000 in forgivable loans for Virginia-based businesses that employ from three to 30 people. Businesses were also given extra time to file taxes and a court order suspends all writs of eviction during the state of emergency.
  4. Michigan – Michigan’s Economic Development Corporation offered 5 loan and grant schemes in total (two of which were limited to tech- or mobility-based companies). The Michigan Small Business Relief Program allocated $10 million to loans worth $50,000 to $200,000 and $10 million to grants worth up to $10,000. Meanwhile, the Northern Initiatives Program (allocated $2 million) gave women- and minority-owned businesses who had been impacted by the pandemic from $5,000 to $250,000 in 5-year loans. A further 14 loans/grants have been or are available within the state. The state also delayed sales and use tax payments for businesses
  5. Illinois – The state of Illinois offers two loan programs and also gave the hospitality industry access to a grant-based program (which has since closed). $14 million was allocated to the Hospitality Emergency Grant Program, giving businesses grants of up to $30,000. The Illinois Small Business Emergency Loan Fund provides up to $50,000 in 5-year loans at an interest rate of 3% (payments are deferred for the first 6 months). And the Downstate Small Business Stabilization Program (allocated $20 million) offers loans of up to $25,000. There are 13 other loans available, too, and commercial evictions have been postponed with some tax release also being offered to small- to medium-sized restaurants and bars. Sales tax returns do still need filing even if payment can’t be made, however.

Bottom 5 states for small business support

All five of the bottom states (West Virginia, Idaho, Wyoming, Delaware, and Utah) have offered little in the form of state or local grants or loans (West Virginia, Idaho, and Wyoming haven’t introduced any, while Delaware and Utah have a single loan scheme each). None of them have offered tax deferrals for businesses either, nor did Utah offer suspensions on commercial evictions.

In West Virginia, Idaho, Wyoming, and Delaware, court orders postponed all court proceedings and deadlines, thus disabling commercial evictions.

Share of federal loans by state

Looking at how the PPP and EIDL loans have been distributed across US states, some interesting trends emerge.

For EIDL loans, the states receiving the most funding per number of small businesses are Hawaii (1.18%), Louisiana (1.17%), Nevada (1.15%), Washington (1.14%), and California (1.07%). Most of the states receiving more funding got their initial requests in quickly (from March 13 to March 17). Those submitting after these dates, appear to have received less. For example, Tenessee and West Virginia who both submitted governor’s requests on March 18, have seen just 0.56 percent of their small businesses receive EIDL loans.

In contrast, PPP loans seem to have been more widely distributed in central states, bypassing many of those at the coast. The reasoning for this isn’t clear.

However, we can see that many of the states in receipt of larger numbers of EIDL loans received fewer PPP loans than some other states. Washington (15.06%), California (12.86%), Nevada (13.96%), and Louisiana (14.84%) received quite a bit less than North Dakota (25.71%), South Dakota (24.16%), Nebraska (22.75%), Iowa (20.10%), and Kansas (19.25%) which are the highest-receiving states.

Loans/Grants

  • All other grants and loans = 1

Tax deferral (not including corporate income taxes as this is extended by all states and the IRS)

  • Filing and payment = 5
  • Payment only (or other restrictions, i.e., only certain businesses included) = 3
  • No changes but penalties waived = 2

Eviction and foreclosure moratorium

  • State legislation = 3
  • Court order or local governments authorized to ban commercial evictions = 2

Awards for EIDL and PPP

For each of these criteria, the state was given a point based on where it ranked between the highest-ranking and lowest-ranking states. States with the highest percentage of businesses awarded loans were given 5 points, while countries with the lowest percentage of businesses awarded loans were allocated zero points. All of the states in between these two scores received a score on a percentile basis, depending on where they ranked.
